There's a 45s internal cooldown on the greatness card, just like with most other trinkets like that. How ever, the proc chance is 35% whereas the Mirror's is 10%. Also, the uptime is 15 sec on the Greatness Card vs. 10 sec on the Mirror of Truth. Not to mention the raw AP value on the card is higher than the Mirror.
