The upstream light is blinking. The online light is off. I have tried turning both the modem and router off for a few minutes. Reseeded all the cables.

The CM8200 is a just a lesser version. They started giving out the CM8200 to customers. Their system may be able to tell the difference between the SB8200 and the CM8200 now. Your CM8200 probably isn't listed in their system and thus can't be activated. This is just a guess, but it may be the reason why.
