The chatter on start up is usually associated with timing chain tensioner or guides or VVT. Plenty of videos on youtube. Search "CRV rattle noise on start up". This could possibly be your noise.The sound is usually prominent when I'm driving over rougher roads and sometimes I am braking. The thing is, it is a relatively new car, I bought it used (2019 Honda Hrv, 18.7K miles on it) about a week ago. There is an arrow and window on the tensioner, if the arrow is close the being out of the window, the belt needs replaced. This is mimics the vtc actuator noise almost exactly.
