A lot of that guide is outdated now, but from my experience I've broken the lower wall of a fence with approximately 60 buckshot, a shovel, and various items I used to hit the wall with to avoid getting bleeds, shotgun did most of the work, I'd say probably 8-12 sledgehammers.

Then you cycle through the prompts to build the portions of the fence you want. If you build something you don't want equip an axe and you will get prompts to disassemble portions of the fence.
